4-H HORSE PROGRAM RULES - 2008

  1. The Union County Horse Program uses the Union County Uniform Rules along with the State Uniform Rules for 4-H Horse Shows.  The County Rules supersede all State Rules when specifically addressed in the County Uniform Rules; all other State Rules will be followed as found in the State Uniform Rules.  Both are available at the OSU Extension Office in Marysville.

  2. A 4-H member must belong to a horse club to take a horse project, except horseless projects.

  3. Each club must conduct a minimum of 8 meetings annually. Members and advisors are required to attend 5 meetings and 4 practice rides with each project horse they will exhibit at the fair (additional and production projects must also attend 4 practice rides to be eligible to exhibit at the fair). Practice rides must be conducted prior to the fair to be eligible to participate at the fair. Anyone not fulfilling these requirements will not receive a fair pass.  In order to qualify for a PAS show, a member must be a member in good standing with their club.

  4. The deadline for membership enrollment and a signed permission to participate in 4-H Horse Activities disclosures and release of claims forms will be April 1. The horse project identification card, due by MAY 1, will be accompanied by TWO colored pictures one of each side of the project animal with all four legs and face showing in the pictures. A 4-H member may be allowed to turn in a maximum of three (3) horse project identification cards (First project, Second/Shared project, and Production project). 

  5. During membership, there will be a one-time late agreement per individual member to sign if a member does not get his horse project identification card WITH PICTURES in by the May 1 deadline. The card must be in by June 1 or the member will not be allowed to show at the State Fair Qualifying Show or Union County Jr. Fair Shows. 

  6. All Horse project members are required to participate in a Safety and Sportsmanship program annually. The program must be completed by May 1. For 2008, to meet the requirement, each member must attend the Back In The Saddle Program@ or take the written test given at the Extension Office by May 1.  Anyone not meeting this requirement will not be able to hold a horse project (STATE RULE).

  7. Horse Club Advisors and Members-At-Large are required to attend a yearly advisor training seminar to remain members in good standing with the 4-H Horse Committee and Union County 4-H Advisory Council.

  8. The advisor is responsible for validating the identity of projects prior to the fair in their respective clubs and reporting the results to the show stewards. Horse project identification cards will be placed at the Entry Booth, on the fairgrounds, for both State Fair Qualifying Show and the County Fair for verification of animals by the Point Secretary.

  9. A copy of the Lease Agreement must be filed with the OSU Extension Office, Union County by May 1.   All animals carried as 4-H or FFA projects must be owned or leased and in the continual care of the member by May 1. The one time late rule may be used, if done so by June 1st.

Continual care does permit boarding an animal, provided the member is involved in feeding, cleaning and caring for the horse.  Lessons, instructions and advice for the member are encouraged.  Such assistance can include occasional riding or handling of the horse by another person.  It cannot include regular training and care of the horse within 30 days of competition in the County PAS or State 4-H Horse Show.  Showing a project animal in a class at a show is not considered training.  If a project horse is shown by someone other than the 4-H'er or FFA member in an Open or Breed Show within 30 days prior to the 4-H competition, the member must be present and have shown the project horse in that show.  Family members are allowed use of the project horse for pleasure riding anytime, with the exception of the Day of Show. (All State Rules, for Day of Show, will apply to everyone.)

  1. When more than one immediate family member wishes to share one horse in the program, it is the responsibility of the advisor and members to sign a joint statement of this intent. This statement must be turned in along with the horse project identification card to the OSU Extension Office on or before May 1st.

  2. Definition of an Additional Project is: One member, 2 project animals.

  3. Production Division: Yearlings, two, and three year olds. A Production Class will include a Halter Class and a written test and a Ground Driving or Longe Line or Riding Class. Refer to the Production Program, Union Co. Uniform Rules.

  4. There will be no limit set on the number of years a 4-H member can be eligible to win first place awards.

  5. If a member is unable to finish his/her project, perhaps due to death of his animal, etc., he/she may complete the project for that 4-H year by having the club advisor grade him/her on work completed in the project book.

  6. No stallion over one year of age as of January 1, may be carried as a project.

  7. Proper Tack & Dress Code - Refer to current State Uniform Rules for 4-H Horse Shows, - Appearance of Exhibitor

  8. Courtesy shall be extended at all times, and coaching of individuals should definitely not interfere or hinder another member who is being judged at the time. No abusive language shall be used, or you may be disqualified from showing.

  9. Once all rules and regulations are finalized, all members and parents will receive, by April 1, written notification of the rules in effect for that year from the Extension Office.

  10. Union County 4-H Horse Committee will pay entries on the following State Programs/Contests: State Fair Jr. Horse Show, Groom and Clean, Hippology, Horse Judging, Speaking, Horse Bowl, 4-H Competitive Trail Ride. A copy of the entry must be submitted to the Union County 4-H Horse Committee Treasurer.

UNION COUNTY FAIR HORSE PROJECT RULES

  1. Stall assignments at the Union County Fair will be left to the discretion of the 4-H Horse Committee. All health papers must be checked in by 6 pm on the Union County Fair move in day.

  2. Members will clean their stall. The checking of aisles and stalls at the fair will be left up to the advisors of their club. 

  3. One $30 refundable check per stall is to be turned in on move in day at Stall Office (Stalls should be cleaned and inspected the same day the horse leaves the fairgrounds). Check will be returned when stall is inspected by Senior Fair Board Horse Committee Member or Point Secretary or designated person. Donations of checks to the Barn Fund in no way negate members’ responsibility of cleaning his/her stall(s).

  4. Equine’s are required to have Influenza Virus shots (flu shots) issued within 45 days of the first day of the fair. Also to present a “Certificate of Veterinary Inspection” (health papers) upon check in. It is strongly recommended that animals also be given a tetanus shot.

For the best effect of your Influenza Virus Shot it is recommended to be given between 14 and 45 days prior to the start of the fair.

  1. If a member loses an animal due to death or physical disability, another horse may be substituted to allow the member to participate in fair show. No awards or placings of any kind may be earned on the substitute horse. The judge must be notified by the show stewards prior to entering the class. The horse must meet the same health regulations as stated in rule number 4.

  2. To receive a fair premium, an exhibitor must complete the skill-a-thon ahead of the fair and exhibit their project(s) the week of the fair, from the required entry time until the required release time. Exhibitors will receive a premium for each project.  Refer to Horse Skill-a-thon for more information.

  3. Anyone removing horses from the fairgrounds before dismissal time without prior permission from the Senior Fair Board will be ineligible to show the following year in any project area.

  4. Tack and bits will be submitted to inspection before each class. Refer to current State, Uniform Rules for 4-H Horse Shows.

  5.  Junior Fair Horse Show rules and regulations are different for each event. (Example: JR/SR Versatility follows it own rules and regulations.  Musical Fantasia follows its own rules and regulations. Junior Fair Horse Show follows its own rules and regulations, etc.)

UNION COUNTY FAIR HORSE SAFETY RULES

  1. The liability insurance company used by the Senior Fair Board requires that halters be on the horse while at the fair.

  2. Horses are to be led to and from designated riding areas.  Arena lights will be turned out at 11 pm.

  3. The parents of horse project members will be responsible for any and all riders of their project horses at the fair and the 4-H/FFA member must be present and watching the other person ride the horse.

  4. No smoking in the barns.

  5. No water fights in the barns.

PROCEDURES FOR SAFETY RULE VIOLATION
  1. Discuss the rules to the child or project holder, by his or her advisor.

  2. Read and discuss the rules with the parent and project holder, by a Show Steward.

  3. Present rule violation to Senior Fair Board for disciplinarian action, by a Show Stewart.

RICHWOOD FAIR HORSE PROJECT RULES

  1. Member will clean their stalls. Members will totally strip their stall(s) before leaving the fair.

  2. Equines are required to have Influenza Virus shots (flu shots) issued within 45 days of the first day of the fair. Also to present a "Certificate of Veterinary Inspection" (health papers) upon check in. It is strongly recommended that animals also be given a tetanus shot.

For the best effect of your Influenza Virus Shot it is recommended to be given between 14 and 45 days prior to the start of the fair.

  1. Horses must be on grounds by 9:00 am the day before fair opens.

  2. No animal or articles entered for exhibition can be taken from the grounds before 6 pm on the last day of the fair without forfeiture of premiums unless otherwise stated.

  3. Must have Richwood Senior Fair Board Member to give permission to leave the fair ahead of time.

  4. Any 4-H member wishing to stable at the fair for the duration of this fair, shall notify the Richwood Senior Fair Board by Junior Fair Entry Deadline, August 6. This is because stalls need to be ordered and set up.

4-H members who participate at the Union County Fair are eligible to stay on the grounds.

  1. Any conflicts or questions will be resolved by 4-H Rules and/or Richwood Senior Fair Board.

  2. All members on the grounds will conduct themselves in a sportsmanlike manner.

STATE FAIR QUALIFYING SHOW RULES
    and
    PERFORMANCE AGAINST THE STANDARDS PROGRAM (P.A.S.)
  1. To be eligible to show at the Qualifying P.A.S. Show, members must be in good standing with their club/chapter and county/state requirements. (See Page 3 and 4).

  2. In the hour before the Qualifying P.A.S. and/or Fair Show whichever is the pony exhibitor’s first show of the year, project must be measured for pony classes.  This measurement will stand for the entire show year at county level.  Contesters may be measured at will, at least 30 minutes prior to their first class.

  3. Only one project horse or pony may try to qualify for State Fair.

  4. No placings or awards will be given at the P.A.S. Show.

  5. There will be a 2 minute time limit for all exhibitors to be in a class.  Time begins when the announcer first calls for the class to begin entering the arena.  After 2 minutes or if all exhibitors are in the arena before the 2 minutes, the gate will be closed and the class begun.  Unless a tack change has been requested.

  6. A $10 non-refundable stall fee for 4-H and FFA members. The exhibitor assumes the responsibility for repairing any damage to the stall. Cost to participate in PAS Show will be $10.

  7. The show stewards will make the final decisions at all State Fair Qualifying Show and 4-H sponsored shows.

  8. Each person is responsible for checking their own scores before leaving the Qualifying Show to make sure their scores qualify.  They must complete their State Fair entry forms and award forms the day of the show.

  9. A youth can show a horse in the State Fair Jr. Horse Show every year. Likewise a youth may receive the County’s State Fair Awards every year. State Fair Junior Horse Show fees will be part of the County State Fair Awards.

  10. Only FFA and 4-H Horse Club Members who are eligible to qualify for State Fair may participate at the State Fair Qualifying Show.

  11. Two or more members of an immediate family may show the same horse at the State Fair Qualifying Show.  Only one may go to the State Fair.  If both members qualify, they must inform the Point Secretary immediately after the Qualifying Show which member will participate at the State Fair Level.

PERFORMANCE AGAINST THE STANDARD PROGRAM
P.A.S

  1. In order to select State Fair Representatives from Union County, one Qualifying P.A.S. Show will be held.  Each member is limited to no more than four classes; these classes may be any of the classes offered at State Fair. Union County P.A.S. Show Bill.

  2. A member must qualify in two of his/her selected classes, and will be required to show at the State Fair in those classes.  If he/she qualifies in more than two classes, they can choose which two will be entered at State Fair.  

  3. Western Pleasure and Hunter Under Saddle for horses at the State Fair has an intermediate division; youth 13 - 15. They need to qualify with Senior scores. County qualifying classes will also have 3 divisions. All other classes; Juniors are 13 years of age and under Seniors are 14 thru 18 years of age. Ponies in Western Pleasure qualify by Junior scores.

  4. Western small equine and medium ponies and all Hunter Ponies need to qualify by Junior scores.  All ponies will be re-measured at the State Fair.

  5. Horsemanship or Hunter Equitation: Must include a pattern to qualify an exhibitor for the State Fair. Rail work and splits are at the judge’s discretion.

  6. Riding and driving classes will be divided to have approximately 10 exhibitors per class. Exhibitors should put their entry numbers on both sides of the horse in riding classes.

  7. Only horses or ponies in light harness are allowed in Pleasure Driving and only horses and ponies in heavy harness are allowed in Draft Driving. You cannot show in both classes.

  8. Gymkhana Classes (Contest) Riders get only one run per class in a show to qualify.

  9. Refer to current Uniform Rules for 4-H Horse Show for requirements for Trail, Reining and Western Riding.

  10. A youth must qualify in two classes to go to State Fair. One of those classes may be Ground Roping. In addition, if a youth qualifies in two classes other than Ground Roping and also qualifies in Ground Roping, they may show in Ground Roping and the other two classes (total of three) at State Fair.

  11. Tack and bits will be submitted to inspection before each class. Refer to current State Uniform Rules for 4-H Horse Shows.

  12. Easy gaited horses may not show in classes in which horses must trot. Correct tack and attire for Easy Gaited Equitation and Easy Gaited Pleasure is Saddle seat or Western tack and attire, respectively. Easy gaited classes for State Fair will be 2 gaited classes (no canter). Gaits will be a flat foot walk and a pleasure gait. County qualifying classes will also be two gaited.

  13. Counties can send their youth to another county to qualify for any reason, but the following must be followed: 1) The reason must be acceptable to the 4H Educators in both counties involved. 2) The 4H Educator is responsible for the entries being sent to State Fair by the entry deadline. If a youth qualifies out of county, the home 4H Educator must make the entry by the deadline. It is the responsibility of the youth to get the qualification results to their local 4H Educator. 3) The youth will pay the county to which they go a minimum of $10 per class entered to cover the costs of their participation. 4) A youth cannot compete in more than two PAS shows or one PAS show with two judges. Youth must have Out of County PAS Form completed to show in another county.

Union County Team Tournament

                                Juniors 8 – 13                                                                Seniors 14-18

  • 3 members per team, same age group

  • Each individual can only be on one team

  • Each team must enter the tournament by 10 am, July 21, at the Horse Judging Contest.

  • High Point Team for the Jr. and Sr. will be announced at the Potluck on July 24th at 6 pm in the Armory at the Union County Fairgrounds.

  • The following contest will be used in the team tournament

    • Individual Skillathon scores

    • Individual Horse Judging scores

    • Team Groom and Clean scores

    • Team Demonstration scores

    • Individual Class placings in the Jr. Fair Horse Show

  • Skillathon Contest takes place Saturday, July 19th at the Livestock Arena, fairgrounds. Teams receive individual scores from each member.

  • The Horse Judging Contest will have 2 Halter Classes, 1 Performance Class and a set of questions about the classes. Teams receive individual scores from each member.

  • Groom and Clean Contest. Refer to the State web site for Rules and Guidelines, www.horse.osu.edu.  Teams receive individual scores from each member. 

  • Demonstration Contest will consist of 3 individuals. Work will be original, created by the 4-H members and must be related to the members (teams) current projects, club office or 4-H experiences. No large animals may be used in a demonstration. Animals under 20 lbs. may be used, provided they do not place the public or participants at risk. No firearms, bows, arrows or weapons are permitted. Members should set up their presentation by themselves. Demonstration should last between 3 and 10 minutes. Demonstrations receive points from the team’s score. See next page for a sample of the demonstration score sheet.

  • The Jr. Fair Horse Show. Same horse same rider. Each member of the team can choose up to 4 classes. Each team member must choose these classes prior to the start of the show. Example: If using a Western class you must sign up prior to the Western Show starting at 1:00 pm on Monday. Once the show starts, you may no longer choose a western class to use toward the team tournament score. Members will sign up at the booth where we will have the form to fill out. You may choose all of your classes at once, if you wish. You can change your mind after you have signed up as long as you inform the booth prior to the show starting. Example: If you choose an English Class and sign up for that English Class prior to the Western Show, you have until the start of the English Show to change your English class choice. Individual points will be added to the team. Scores based on their placing using the High Point Chart. If no placing for a team member there will be no points awarded for that class.

Advisors and Parents!!!!!!  Please help your member remember to sign up prior to their show! The fair is very exciting and the show day very Hectic - we do not want to have members miss out on points because they forgot to sign up prior to the show starting!!!!!
  • Tie Breaker will be broken by the team with the highest skillathon scores. If still a tie broken by the Horse Judging Scores.

SCRAPBOOK AND OFFICER BOOK CONTEST NEW

We are adding a Scrapbook Contest this year to our agenda. This is a fun activity that allows your entire club participation in creating a scrapbook that will capture all your memories together and have historical value to the members yet to come. You should include pictures of all club activities, fair, and any other events that are important to your club. They can have funny little sayings to match the photos. Don't forget to BE CREATIVE.  They will be judged based upon quality of pictures, amount of pictures, layout, and creativity. They will all be awarded a Gold, Silver or Bronze by a judging committee.  Scrapbooks are due on Friday, September 5, 2008, to the Extension Office.

We will also be having a similar contest for Horse 4-H Club Secretaries and Treasurers. Each of these offices has a book that can be completed throughout the year. We invite all club secretaries and treasurers to turn their books in also by Friday, September 5, 2008, for judging. Books will be awarded either a Gold, Silver, or Bronze based on completion, neatness, and content.
